Baseline calendar-import performance gates fail under host load #1285

Hourly release pulse on 2026-08-22 reproduced two failures on clean main (6eb2709): tests/test_week_calendar_import.py daily and weekly historical recurrence cases exceeded the 1000 ms budget (observed 1549-2133 ms in full suite and 1627-1811 ms isolated). Functional busy-minute assertions pass. Host load was elevated by concurrent bounded workloads. Acceptance: make the performance gate reliable without weakening recurrence correctness, then verify python3 -m pytest tests/ -q on a representative loaded host.
