Closes #129

Adds commit-scoped per-file notes, summary, intended decision, structured Markdown copy, and a safe authenticated Gitea handoff with a selectable clipboard fallback.

Tests: python3 -m pytest tests/ -q (96 passed)
Mobile validation: rendered at 320×568; no horizontal overflow; note field 88px and handoff/select controls 44px.
