Closes #1309

Adds authoritative Watch/Stop watching controls to assigned issue and pull-request detail sheets. Mutations are typed, single-flight, truthful about partial sync, and refresh Following only after confirmation.

Tests:

  • pytest -q — 2459 passed, 14 skipped
  • gated phone release journeys — 4 passed at 320×568 and 390×844
  • frontend runtime size gates remain green
