Closes #1317

Turns the privacy-safe Following push route into a complete alert → authoritative refresh → changed-first review journey. Empty or failed refreshes open the truthful Following sheet without a duplicate request.

Tests: 2470 passed, 14 skipped; packaged phone journey: 3 passed.
