Closes #131

What changed

  • replaces independent context/activity browser timers with one visibility-aware 8-second live snapshot
  • resolves the authenticated user once and preserves section-level degradation
  • coalesces only simultaneous snapshot requests while retaining no-store
  • reuses an application-lifetime Gitea HTTP client and closes it at shutdown
  • starts assigned/review-requested pull searches concurrently

Verification

  • RED observed for concurrent searches, supplied-user event loading, pooled transport lifecycle, live endpoint behavior, section degradation, unified client polling, and cache policy
  • pytest -q: 105 passed
  • git diff --check: clean
