Closes #1328

Adds a Following-authorized, read-only review-data boundary for watched pull requests and a phone-safe Changes workspace with CI state and bounded per-file diffs. Exact revisions remain unseen until preview, conversation, and change context all load successfully.

Validation:

  • pytest -q tests/ — 2491 passed, 14 skipped
  • gated mobile Following Playwright — 3 passed at 320×568 and 390×844
  • deterministic release bundle checksum and manifest verified locally
