Closes #1332

What changed

  • adds an author-only mobile pull title/description editor with durable retry drafts
  • enforces assigned + author + open + expected-head authorization at the API boundary
  • refreshes the pull overview and reviewer-request head after confirmed Gitea mutation

Verification

  • pytest tests/ -q — 2499 passed, 14 skipped
  • rendered at 320×568 and 390×844 — 44px actions, no horizontal overflow
  • core runtime remains within the 100 KiB gzip gate
