Closes #1366

Completes the mobile release flow when exact-merge CI fails:

  • preserves only same-forge Actions recovery metadata
  • authorizes diagnosis/retry against the exact merged commit and original pull participant
  • shows bounded, redacted logs plus safe job fallback
  • retries single-flight and resumes release polling
  • keeps 320px/390px actions touch-safe and overflow-free

Verification:

  • pytest -q — 2598 passed, 21 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_release_failure_recovery.py tests/e2e/test_mobile_source_branch_cleanup_release.py — 4 passed
