Closes #1403

Makes the progressive mobile My Work surface truthful before optional planning state is ready and preserves an operator-selected queue when the full workspace takes over.

  • Filed and My PRs use normalized work semantics and live counts.
  • Today, Agenda, Later, and Drafts show honest loading states.
  • The bounded handoff retains user selection while stop() removes listeners.

Validation:

  • pytest tests/ -q — 2662 passed, 24 skipped
  • packaged mobile Home bootstrap — 7 passed at 320×568 and 390×844
  • rendered Playwright probe — 44px controls, no overflow/errors at both phone sizes
