Closes #1427

Makes the persistent mobile Work and Queues controls progressive: snapshot-backed queues show truthful counts, unavailable sources remain explicitly loading, and selected work opens in-app before optional workspace hydration. The handoff removes early listeners and preserves queue-sheet/task state.

Validation:

  • pytest -q tests/test_progressive_mobile_dock.py tests/test_progressive_my_work.py tests/test_frontend_bundle.py tests/test_service_worker.py
  • pytest -q tests/e2e/test_progressive_mobile_dock_release.py (320×568 and 390×844)
  • pytest -q — 2730 passed, 25 skipped
