Closes #1435

What changed

  • open Human Gate artifacts and evidence links in a separate safe browser context
  • persist checklist and decision notes by immutable account, gate, and revision
  • restore progress after reload/reopen and clear it only after a successful decision
  • roll the offline shell and extend packaged 320×568 / 390×844 browser coverage

Verification

  • python3 -m pytest tests/ -q — 2741 passed, 27 skipped
  • packaged release checksum + manifest verification — passed
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_human_gates_reopen_release.py — 2 passed
