User problem

On a 390×844 phone render, Queues presents two competing primary calls to action—Prepare Today and Next up—before the planning queues. Operators must understand overlapping priority models instead of taking one obvious next step.

Vertical slice

Unify preparation and queue continuation behind one adaptive Start / Continue action. It must resume an interrupted Prepare Today checkpoint first, begin the current preparation phase when urgent review exists, and otherwise continue the existing truthful queue recommendation. Keep the preparation summary visible without a second action.

Acceptance tests

  • The adaptive action labels and resumes an active Prepare Today checkpoint before any ordinary queue recommendation.
  • When preparation review is pending, the same action starts that review; once clear, it falls back to Today/Find Work behavior.
  • The rendered mobile queue sheet contains one primary action, preserves accessible status text, 44px+ touch sizing, and remains usable at 390×844.
  • Focused behavioral tests and the full suite pass.

No duplicate found across 728 historical issue records, open PRs, releases, or recent commit subjects; existing #1423 added adaptive queue ordering and #1417 added Prepare Today, but neither unified their competing actions.
