Closes #1452

Makes the persistent mobile queue census include Following and authored pull requests, refreshes it after Following hydration, and preserves Following state through My Work refreshes.

Validation:

  • python3 -m pytest tests/test_mobile_task_dock.py -q
  • STACKCHAIN_RUN_RELEASE_E2E=1 python3 -m pytest tests/e2e/test_adaptive_mobile_queues_release.py -q
  • python3 -m pytest tests/ -q
  • Rendered at 390x844: Following 3 + My PRs 2 => 2 active; no horizontal overflow.
