Closes #1460

What

  • adds account-scoped, device-local routine queue ordering with accessible move/reset controls
  • updates Start / Continue and Active now immediately while keeping Delivery, Human Gates, and Prepare Today safety precedence
  • validates rendered behavior at 320×568, 375×667, and 430×932 and keeps the preference module in the offline bundle

Verification

  • pytest -q — 2779 passed, 27 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_adaptive_mobile_queues_release.py — 13 passed
