Closes #1462

Adds immutable principal ownership to encrypted Security activity events, filters cursor pagination by the confirmed identity, passes ownership through every authenticated journal writer, and leaves legacy unattributed rows invisible.

TDD proof: focused security tests 36 passed; full suite 2,781 passed, 27 skipped.
