Closes #1475

Product slice

  • keep Recent work immediate and offline-first while synchronizing its five canonical routes across signed-in devices
  • add account-scoped, encrypted-at-rest storage with authenticated CSRF-protected API boundaries
  • merge/deduplicate remote state, expose pending sync, discard stale account responses, and reconcile on reconnect/foreground
  • include private-state key rotation and operator documentation

Verification

  • pytest -q: 2801 passed, 27 skipped
  • pytest -q tests/test_api_cache_policy.py tests/test_service_worker.py: 86 passed
  • browser bundle syntax and Python compile checks passed
