What changed

isolate freshness, exponential backoff, and retry eligibility for context, activity, and notifications
continue coalesced refreshes for healthy due sections during a partial outage
expose per-section age/degraded/revalidating metadata
render mobile My Work, Updates, and activity status from their own section freshness

Verification

RED: notification outage test reproduced healthy sections freezing under global cooldown
GREEN: pytest -q — 209 passed
python3 -m compileall -q src
git diff --check
