Summary

add bounded, priority-ranked discovery of open unassigned issues
recheck issue availability and confirm assignment to the authenticated Gitea user
add an accessible paginated Find Work mobile sheet that moves confirmed claims into My Work

Verification

python3 -m pytest tests/ -q — 234 passed
Node syntax checks passed for the new controller and bundled inline script
Playwright at 320×800: no horizontal overflow, 44px actions, focus entered the dialog, and a confirmed claim opened the existing issue flow

Closes #175
