Closes #185

Adds stable per-draft operation IDs and a bounded shared backend replay registry for issue comments, pull-request comments, notification replies, and pull-request reviews. Same-key retries replay one upstream result; changed targets or payloads return 409.

TDD evidence: new behavioral tests failed before implementation.

Tests: python3 -m pytest tests/ -q — 260 passed.
Syntax: Node checks and Python compileall passed.
