Closes #211

Adds a local-only Drafts lane that discovers existing new-issue, issue edit/comment, PR comment, notification reply, and review draft formats. Draft cards are newest-first, resume the canonical flow, and discard only confirmed selections plus replay identity.

Validation:

  • pytest -q — 330 passed
  • Node syntax checks and git diff --check
  • Playwright at 390×844: 44px controls, no horizontal overflow, exact repository/title/body recovery
