Closes #217

What changed

  • split lightweight pull reading/conversation data from review and merge data
  • render description, complete conversation, and draft-safe reply before a collapsed Review & merge disclosure
  • lazily load changed files, diff previews, CI, and merge readiness with single-flight head-scoped caching and scoped retry
  • preserve all existing reviewed-file and server-side merge gates

Verification

  • RED: 4 focused behavioral tests failed for eager review requests, missing review endpoint/controller, and missing collapsed hierarchy
  • GREEN: python3 -m pytest tests/ -q → 341 passed
  • mobile render: Chromium at 320x568 and 390x844 → no page/panel overflow; read-first order; 44px review and merge controls
