Closes #236

Adds a safe-area-aware mobile task dock for Work, Find, New, Search, and Drafts. It reuses existing flows, mirrors the live draft count, hides for overlays, restores launcher focus, and remains absent from desktop layout. The upgraded offline shell precaches the dock controller.

Verification

python3 -m pytest -q — 388 passed
Headless Chromium at 320px, 375px, and 430px — five 44px+ targets, no horizontal overflow, Drafts activation, overlay hiding, and focus restoration verified
1024px Chromium — dock hidden
