User problem

At 390×844 the sticky header consumes about 198px and My Work controls consume about 603px, placing the first work card below the mobile task dock. Operators launch into configuration rather than actionable work.

Vertical slice

  • Use a compact one-row mobile app bar with secondary account/refresh/command actions in an accessible menu.
  • Put queue filters, release lane, offline preferences, and install controls in a mobile Queue & settings disclosure.
  • On fresh sessions choose Today when populated, otherwise Attention, otherwise All; preserve an explicitly saved filter.
  • Keep the first priority work card visible above the dock without horizontal overflow at 390×844 and 320px.

Acceptance tests

  • Mobile launch renders an actionable first card above the fixed dock without scrolling.
  • Every displaced action remains keyboard/screen-reader accessible; Escape closes menus and restores launcher focus.
  • Saved filters win over the fresh-session Today → Attention → All default.
  • Controls remain at least 44px and desktop behavior is unchanged.

Historical issue/PR title and recent commit review found no compact-header, above-fold, progressive-disclosure, or launch-to-first-item implementation. Closest #236/#237 added the task dock only.
