Closes #301

What changed

  • add a bounded, account-bound Needs filing store for cold-offline title/body capture
  • expose Save for filing when no repository catalog is available
  • resume only after fresh same-account confirmation, then return to the existing repository planning and durable outbox flow
  • quarantine mismatched/unconfirmed captures to copy/discard and precache the new module in PWA shell v29

Verification

  • RED: 4 focused tests failed before implementation (missing module/UI)
  • GREEN: python3 -m pytest -q — 535 passed
  • Mobile Chromium at 320×700: cold-offline submit disabled/save enabled; capture survived reload; Drafts badge 1; identity-protected copy control 44px; no horizontal overflow; reconnect exposed 44px Choose repository and restored title
