Closes #357

Product slice

  • persists each operator’s five-item ordered Today plan in a durable SQLite store
  • replays idempotent add/remove/move operations from offline devices
  • migrates existing device-local queues once and converges to server order
  • exposes saved, pending, unavailable, and cross-device limit-conflict states
  • ships the sync client atomically in the offline app shell

Verification

  • pytest -q — 671 passed
  • deterministic release bundle built, checksum-verified, and manifest-verified for 020106f0017855f98bf67792d7c249e3f574ae9b
