What changed

drain Today operations added while a shared flush is already in flight
continue with later valid edits after dropping only a 409-rejected operation
fail safely if a delivery receipt cannot be persisted
rotate the offline shell cache so installed clients receive the fix

Verification

RED: in-flight second edit remained pending and only the first PATCH was sent
RED: a 409 stranded the following remove operation
GREEN: focused synchronization/service-worker coverage passed
Full suite: 698 passed in 29.35s
