Problem

The mobile issue capture flow stops after creation. A user who captures work they intend to do now must leave the sheet, find the new issue in My Work, add it to Today, and start it separately. The current capture form has only “Save for filing” and “Create & assign to me”; recent Today planning work does not connect creation to immediate execution.

Slice

Add a Create & start action that creates and assigns one issue, adds the confirmed issue to Today exactly once, then opens it as the active work-session item. Preserve the existing Create & assign behavior.

Acceptance criteria

  • The mobile sheet exposes a 44px-target Create & start action without hiding existing actions.
  • Duplicate acknowledgement and validation apply before creation.
  • Only the confirmed created issue is added to Today, queued for account sync, warmed for offline use, and opened in a work session.
  • Repeated clicks cannot create or plan duplicates.
  • If Today is full before submission, Create & start is unavailable; a post-create planning conflict leaves the issue created and reports a recoverable status.
  • Behavioral tests cover the intent, success path, ordinary create path, full-plan guard, and retry/idempotency boundary.
