Closes #411

Adds a phone-safe Assign & start action to Find Work. It checks Today capacity before claiming, single-flights repeated taps, then persists/syncs/warms Today and starts a checkpointed work session. Confirmed assignments recover in issue detail if local planning cannot start.

Tests: pytest -q (789 passed).
Mobile: Playwright at 320px verified two 130.5px-wide, 44px-high actions with no panel or viewport overflow.
