Closes #429

What changed

  • adds thumb-safe Comment & next actions for the checkpointed Today issue and pull request
  • posts online or preserves the original idempotency key through durable offline admission before advancing
  • clears only the completed draft, removes the item from Today, and opens the next item without closing or merging it
  • hides the action outside the current Today checkpoint and preserves draft/session position on failure
  • ships the controller in the versioned offline shell

Verification

  • pytest -q tests/test_comment_next.py — 7 passed
  • pytest -q — 827 passed
  • node --check on changed dashboard runtime files
