Closes #449

What changed

  • Continue the active Today checkpoint after a confirmed issue handoff or release.
  • Route the next item through dependency/readiness checks instead of repainting blindly.
  • Preserve non-active ownership-exit behavior and report partial success if local Today removal fails.
  • Render explicit Release & next and Hand off & next actions for the checkpointed issue.
  • Roll the offline shell cache so mobile clients receive the updated runtime.

Verification

  • python3 -m pytest -q — 865 passed
  • Chromium at 320×800 — both controls rendered at 44px, no horizontal overflow
