Closes #453

What changed

coordinate Find Work refreshes with an expiring worker-shared SQLite lease
publish catalog freshness and retry state across workers
propagate confirmed claims and release invalidation across worker catalogs
keep SQLite operations off the event loop and private to the service account

Verification

pytest -q tests/test_available_issue_snapshot_store.py tests/test_gitea_work_search.py (28 passed)
