Closes #453

What changed

  • coordinate Find Work refreshes with an expiring worker-shared SQLite lease
  • publish catalog freshness and retry state across workers
  • propagate confirmed claims and release invalidation across worker catalogs
  • keep SQLite operations off the event loop and private to the service account

Verification

  • pytest -q tests/test_available_issue_snapshot_store.py tests/test_gitea_work_search.py (28 passed)
  • pytest -q (874 passed)
  • git diff --check
  • python3 -m compileall -q src tests
