Closes #469

What changed

  • adds a 44px mobile screenshot picker, preview, remove, and edit restoration to New issue
  • persists validated image data with account-bound issue captures
  • delivers create → upload → image comment as resumable idempotent stages in foreground and closed-app sync
  • preserves confirmed stages across retries without creating duplicate issues

Verification

  • pytest -q — 938 passed
  • Node syntax checks passed for all changed runtimes
  • Playwright at 320×700: no horizontal overflow; picker/remove targets 44px; preview and live status rendered
