Closes #479

What changed

plan a finite lane-fair batch but claim each record only when a worker slot is ready
renew uniquely-tokened claims before each network stage
fence checkpoints, completion, release, and failure against stale owners
preserve crash recovery and existing idempotency keys

Validation

python -m pytest tests/test_background_issue_sync.py -q — 39 passed
hermes verify --json — 958 passed; readiness HTTP 200
