Closes #491

What changed

  • keep new screenshots as binary Blobs in IndexedDB instead of base64 text
  • upload original bytes as multipart form data online and in background delivery
  • retain delivery compatibility for legacy base64 queue records
  • preserve MIME/signature, 2 MiB, idempotency, checkpoint, and claim-fencing controls

Verification

  • RED observed for multipart API, Blob serialization/storage, multipart online/background transport, and tighter binary request boundary
  • Focused: 118 passed
  • Full suite: 979 passed
