Closes #545

Product slice

adds explicit selective triage mode to the mobile Updates queue
keeps unselected work unread and retains partial failures selected for retry
bounds each selection to 50 and requires a second confirmation
provides 44px accessible checkbox targets and a safe-area/mobile-dock-aware sticky action

Verification

pytest -q — 1122 passed
Playwright at 320px, 390px, and 600px — 3 selectors rendered, all 44px high, selected count/action updated, no horizontal overflow, sticky bottom 56px
