Closes #547

Adds a capacity-guarded mobile Search recovery flow that reopens and self-assigns closed issues, then resumes them through Today. Reopen retries converge safely after an upstream timeout.

Tests: 1128 passed plus focused command/search/issue API coverage. Core runtime remains under the 95 KiB gzip budget.
