Closes #567

Adds validated release and teammate handoff for assigned pull requests across the Gitea proxy, API, lazy mobile pull workspace, My Work, and Today continuation. Ownership changes preserve co-assignees and only leave the UI after canonical confirmation. Offline controls fail closed.

Verification

  • pytest -q — 1175 passed
  • Mobile rendered at 390x844 and 320x568 — no horizontal overflow, 44px controls, ownership section reachable
  • Runtime bundle: 97,256 / 97,280 gzip bytes
