Closes #577

Adds an account-bound wall-clock timer to Today sessions, sticky mobile Pause/Resume controls, per-item elapsed preservation across navigation and reloads, offline-shell delivery, and a bounded critical timer chunk.

Validation: 1205 passed; deterministic release bundle built and checksum-verified.
