Closes #581

Persists corrected Today recap drafts under the normalized confirmed operator login, restores the stable session ID after reload, rejects corrupt records, prevents cross-account visibility, and clears device state only after server confirmation.

Tests: python3 -m pytest -q (1,219 passed).
