Product change

  • keep confirmed recap estimate feedback in bounded account-scoped device storage
  • resume recommendations from Plan Today after reload, cancellation, or failed admission
  • clear only after durable plan admission; offer an explicit discard that preserves recap history
  • roll the offline shell cache

Verification

  • RED: missing pendingReplan API and v89 cache assertions failed as expected
  • focused: 27 passed
  • full suite: 1225 passed
  • mobile: recovery/discard control is rendered in the phone-safe Plan Today sheet with a 44px minimum target
