Closes #591

Adds durable, account-scoped reconciliation when a running Today timer is backgrounded for at least five minutes. The timer freezes on return and a mobile bottom sheet lets the operator count or exclude the away interval exactly once. Short switches remain seamless, unresolved choices survive reload, and invalid/foreign state fails closed.

Validation:

  • python3 -m pytest -q — 1240 passed
  • Chromium mobile render at 320px, 390px, and 600px — no horizontal overflow; both actions 44px
