Closes #593

What changed

  • split the mobile Work and Attention actions so Today remains one tap away while pending reviews/updates are independently actionable
  • hide Attention at zero and switch the dock between five and six columns
  • roll the offline shell cache so the complete UI ships atomically

Validation

  • RED: tests/test_mobile_task_dock.py failed in four behavioral/integration cases before implementation
  • GREEN: focused suite: 145 passed
  • Full suite: 1240 passed
  • Rendered Chromium checks at 320×568 and 390×844: six 44px+ targets, no horizontal overflow, correct accessible Attention count
