Closes #595

Pauses an active Today timer when mobile operators enter Attention, persists the interruption per account, and returns to the exact Today checkpoint without resuming a timer that was already manually paused. Adds a phone-safe persistent return notice and rolls the offline shell.

Verification:

pytest -q — 1242 passed
Chromium render checks at 320×568 and 390×844 — no overflow, 44px return target
node --check on changed runtime files
