Closes #603

Date-binds synced Today plans and opens a one-time New day review for stale or legacy plans. Operators can carry a selected ordered subset forward with updated capacity and estimates in one revision-checked, idempotent operation. The operation remains durable offline and cannot overwrite a newer cross-device plan.

Validation:

  • RED/GREEN behavioral rollover tests
  • python3 -m pytest tests/ -q (1261 passed)
  • Playwright rendered checks at 320×568 and 390×844 (no overflow; 44px controls)
