Closes #605

What changed

  • split Active Devices, passkey management, and Security Activity rendering into an immutable security-center feature chunk
  • open the sheet immediately, single-flight feature loading, and preserve retry/focus behavior
  • precache the chunk for offline shell availability
  • reduce core startup gzip from 98,225 to 97,042 bytes, restoring 1,262 bytes of headroom under 96 KiB

Verification

  • strict RED/GREEN coverage for bundle isolation, accessible retry, and concurrent awaitable section loading
  • python3 -m pytest -q — 1,263 passed
  • node --check on changed browser modules
  • git diff --check
