User flow

On a phone with empty Today and eligible My Work, the primary dock now reads Plan. Tapping it opens the existing Plan Today sheet; cancel/back restores focus, while Save & start continues through the durable Today session path. Continue, Resume, and Start retain priority, and Work remains the no-candidate fallback.

Verification

  • RED: 3 focused behavioral tests failed for missing plan mode, label, and dashboard wiring.
  • GREEN: focused 3 passed; mobile/My Work 218 passed; full suite 1267 passed.
  • Chromium 390x844: dock displayed as grid, 44px target, Plan/Plan Today label, planner opened with candidates, cancel restored launcher focus, no product-data mutation on open.
