Closes #627

Replaces shifting Attention/Drafts dock actions with a stable Queues bottom sheet for Today, Attention, Later, and Drafts. Live counts, queue routing, safe-area layout, close/focus behavior, and Draft handoffs are covered by behavioral tests.

Validation: 1279 passed locally.
