Implements the sequential mobile Draft filing session from #629.

  • stable capture-ID navigation with progress, Previous, and Skip
  • File & next only after durable outbox admission and safe source cleanup
  • screenshot/account safety preserved
  • offline shell and content-addressed feature bundle updated
  • 44px safe-area-aware mobile controls

Closes #629

Tests: python3 -m pytest tests/ -q (1281 passed)
