What changed

inspect ranked Today candidates through a three-worker readiness pool below the shared transport bulkhead
preserve ranked result order despite out-of-order responses
supersede stale builds and cancel publication when the planner closes
normalize genuine inspection failures to truthful unverified results
ship the runtime in a new atomic offline shell

Verification

RED: new bounded-concurrency test failed because the runtime did not exist
RED: supersession/failure test failed on an uncaught inspection error
focused: 14 passed
full: 1288 passed
node --check passed for changed JS runtimes
