Closes #637

What changed

  • inspect ranked Today candidates through a three-worker readiness pool below the shared transport bulkhead
  • preserve ranked result order despite out-of-order responses
  • supersede stale builds and cancel publication when the planner closes
  • normalize genuine inspection failures to truthful unverified results
  • ship the runtime in a new atomic offline shell

Verification

  • RED: new bounded-concurrency test failed because the runtime did not exist
  • RED: supersession/failure test failed on an uncaught inspection error
  • focused: 14 passed
  • full: 1288 passed
  • node --check passed for changed JS runtimes
