Closes #661

Adds cross-kind selection across My Work queues, atomic ordered Today admission, atomic Later deferral, and phone-safe sticky controls above the mobile dock. Updates remain unread and Gitea records are unchanged by planning.

Verification: python3 -m pytest -q → 1319 passed.
